Commissioned by the German Technical Cooperation Agency - Gesellschaft für Technische Zusammenarbeit (GTZ) and the German Bank for Reconstruction and Financial Cooperation (KfW Bankengruppe) through CEDARENA. San Jose, Costa Rica


Objective:
To identify a framework of orientation for future German cooperation with Costa Rica, in order to maximize the impact of its limited resources in priority area of urban and/or industrial environmental management, as a basis to determine a sector-strategic concept for the country.


Outcome:
  1. Determination of the current situation and issues related to urban and/or industrial environmental management in regards to waste water, and air and soil pollution.

  2. A general identification was made on the status of environmental issues within the Costa Rican urban area, the institutional response to the same and the existing interaction among different stakeholders from the private sector and civil society.

  3. The vision is combined with what has occurred throughout the years and up to date, but does not necessarily include a vision towards the future in regards to proposals of solutions and actions.

  4. Execution of discussion sessions and plenary exchange, in which the most relevant stakeholders from the public and private sectors and civil society, debate and jointly create certain ideas regarding the main needs of cooperation on the subject matter, attending to an initial and joint analysis that combines the different, yet integrated roles and visions.

  5. Database of legislation, internal documents from institutions, documents which describe projects and initiatives, website listings, which can be available for further review if required.

  6. Initial inputs were identified regarding a general orientation framework for future German cooperation with Costa Rica.
